Terms Popup dialog box displays for all pages, all the time.

Since upgrading to v2.0.0 (and 2.0.1) the Terms Popup appears every time I visit any page regardless of whether terms have been accepted. It’s acting as if Test Mode is set, but it’s not. When I rollback to v1.0.66 normal behavior returns. Did something change in 2.0.0? Is there something I can do to resolve this problem?
